HOW TO fix the IPHLPAPI problem on Windows 98ME.

Problem

When your Windows 98ME system starts, the following error message is sometimes displayed:

The IPHLPAPI.DLL file cannot start. Check the file to determine the problem.
The problem occurs because of a bug in the Windows 98ME IPHLPAPI.DLL file.

Solution

Download and run this patch: IPHLPAPI Patch
